I cannot turn my stop cock off for the outside tap. Any ideas how to fix this?
replace the tap. if you never plan to do any more plumbing you can buy a compression connection to the cut pipe and screw a new tap to it
if you own a house and have any real interest in DIY, buy a book on basic plumbing, spend the $30 on materials and do some pipe cutting and soldering
